Pinto League is an instructional league where it is designed to build the child’s baseball skills while having fun. As with all Hemet Youth Baseball Divisions, the children are our first concern. Teach them baseball, good sportsmanship and build their self esteem.

 

Game Length: Games will be no more than 6 innings or 1-hour and 30 minutes, (whichever comes first). (Saturday only)

 

Umpires:  Home team supplies the plate umpire, visiting team supplies the base umpire.

 

Special rules:

 

1.       Only rubber soled or rubber cleat shoes are permissible. No steal or metal tip shoes allowed.

 

2.         All batting helmets must have a protective faceguard and be worn by all offensive players who enter the field of play (including on deck hitters)

 

3.         When batting, only the hitter/base runners and an on deck hitter are allowed on the field of play. All others must remain in the dugout for player safety.

 

4.         Batter must not throw the bat. PENALTY: One warning.   Second offense: batter is called out.

 

5.         Ten (10) defensive players will be on the field. The tenth player shall be a fourth outfielder, stationed not less than 35 feet behind the baseline when the pitch is made.

 

6.         Mandatory Play Rule:  No player will sit in the dugout consecutively more than one defensive inning. PENALTY: Manager ejected from game.

 

7.         Double and Triple plays are allowed.

 

8.         Base runners must slide or avoid when there is a play at the base including home.  PENALTY:  Runner will be called out.

 

10.       Player may not play any position for more than two consecutive innings.

 

11.       Infielders must play either behind or directly in front of the base paths. No encroaching by any player is permitted.

 

12.       Coaches cannot grab base runners at any time. If a couch physically assists, the runner will be called out.

13.       Turning at first base toward second base shows intent of the runner to run to second base and is at risk of being tagged out.

 

14.       Five run rule, eight run maximum per inning. Last inning: Unlimited runs.

                       

15.       No arguing with the umpire over judgment calls. Protest of rule interpretations will be directed to the umpire in chief by the coach immediately following the rule infraction once time is called. The coach must show the stated rule in the rule book within three minutes to the Umpire in Chief. The Umpire in Chief will then render a decision. All protest cease at this point.

 

16.       The coaching staff will behave in a responsible manner and as positive role models. No dissension towards umpires, opposing players, or spectators will be tolerated. Coaches are responsible for the behavior of themselves, their players, and their spectators.

 

17.       Please have your parents and players clean up around the dugout and field after every game.

 

18.       All players must be in full uniform while on the field during a game.

 

19.       It is mandatory for all Managers and Coaches to be in full uniform while coaching. If Manager and/or Coach are not in full uniform the Manager and/or Coach will not be permitted to participate in the game.

The Director on duty will enforce this house rule.

 

20.       Umpires are to stay in neutral areas of the playing field in between innings.

 

Pitching rules:

 

1.         On the same calendar day, players may not pitch in more than two innings.

 

2.         In any calendar week, players may not pitch in more than four innings.

 

3.         Players shall have at least 40 hours rest after pitching on the same calendar day.

 

A calendar week is from 12:01 a.m. Monday to 12:00 midnight the following Sunday

 

The 40 hours rest rule is computed from the actual time of the game in which the pitching occurred.

 

4.         After throwing one pitch to a batter, that pitcher shall be considered as having pitched one inning.

 

5.         A pitcher is charged with the number of innings pitched in the specific calendar day and week in which they are pitched, regardless of whether they are local league games, playoff or postponed games or suspended games, tie games or exhibition games.

 

6.         Neither a starting pitcher withdrawn from the lineup, nor a pitcher who is withdrawn from the mound who stays in the game at another position, shall be permitted to pitch again in the same game.

 

7.         Pitchers may not intentionally throw a “curve ball”

 

8.         No balks will be called.

 

9.         No walks shall be allowed. After four balls have been issued to the batter, the coach of the batting team shall throw the remaining strike count to the batter. Each thrown by the coach will be considered a strike regardless of the pitch location. The batter may stay “alive” by fouling off the last pitched ball.

 

10.       The “coach pitcher” will deliver the pitch from the pitching rubber, or from the side even with the rubber, and should attempt to avoid obstructing the view of, or interfering with the defensive players. If struck by the ball, the “coach pitcher: is considered “in play”. (no Kneeling)

 

11.       A third strike is an out even if the catcher drops the ball.

 

Batters:

 

1.         Batters are not permitted to bunt or swing easy at the ball. Batter shall be called back to the plate, the swing shall count as a foul-strike, the ball is dead and no runners may advance. After three strikes the batter will be called out.

2.         Base runners can steal only one base at a time, even if a play is made and the ball is overthrown. No further advance may occur until the next pitch. If the runner attempts to advance, he/she does so at his or her own risk.

 

3.         There is no stealing of home plate. Base runners can score only on a hit ball or by advancing due to a hit batter with bases loaded. Any player attempting to advance from third base by any other means will be called out once the player has crossed home plate.

 

4.         No stealing will be allowed when the coach is pitching.

 

5.         Base runners shall be allowed to advance only one base on any over throw, including subsequent overthrows. Advancement on an overthrow, which remains in the field of play, shall be at the base runners own rish. (the runner may be thrown out)

 

Playing rules:

1.         If a Manager or Coach goes onto the playing field to talk to any player or players more than twice in a half inning, while the same player is pitching, a pitching change must be made. The only exception to this rule is in the case of injury. The manager or coach may call a player to the baseline to talk in the event the other team has called a time-out, or some other significant delay has occurred.
